▍ "Belt and Road" high-quality development report card In the first half of the year, the import and export of countries along the route increased by 9.8% year-on-year
Jin Xiandong pointed out that since the beginning of this year, the joint construction of the "Belt and Road" has continued to show strong development resilience and taken solid steps towards high-quality development.
First, policy communication is more extensive and deeper. Signed a memorandum of understanding with Honduras to jointly build the "Belt and Road" and signed a cooperation plan with Argentina to jointly build the "Belt and Road"; By the end of June, China had signed more than 200 cooperation documents with 152 countries and 32 international organizations to jointly build the "Belt and Road".

▍ Make up for short plates and forge long plates and speed up the construction of a modern industrial system
The modern industrial system is the material and technological foundation of a modern country, which is related to China's future development and international competition to win the strategic initiative, and it is necessary to accelerate the construction of a modern industrial system supported by the real economy. In recent years, in the face of a complex and severe development environment, the National Development and Reform Commission and relevant parties have earnestly implemented the decision-making and deployment of the Party Central Committee and the State Council, promoted the development of China's industry, agriculture, service industry and infrastructure to a new level, formed industrial scale advantages, system advantages and leading advantages in some fields, and laid a solid foundation for the construction of a modern industrial system.
Jin Xiandong pointed out that the National Development and Reform Commission will conscientiously implement the spirit of the 20th CPC National Congress, and in accordance with the arrangements of the first meeting of the 20th Central Financial and Economic Commission, concentrate efforts on making up for shortcomings and forging long boards, and accelerate the construction of a modern industrial system supported by the real economy.
On the one hand, efforts should be made to make up for shortcomings and consolidate the foundation for safe development. Closely focusing on ensuring the smooth circulation of the national economy, continuously improving the resilience and safety level of the industrial chain and supply chain, we will focus on four aspects of work. The first is to give full play to the advantages of the new national system, deeply implement industrial infrastructure reengineering projects and major technical equipment research projects, focus on key industrial chains such as manufacturing, concentrate high-quality resources to jointly promote key core technology research, accelerate independent innovation, and resolutely win the battle for key core technologies. The second is to strengthen the domestic exploration and development of important energy and mineral resources, increase reserves and production, continue to promote the construction of production, supply, storage and marketing systems, and improve the ability to guarantee the supply of strategic resources. The third is to accelerate the construction of a modern logistics system, improve the logistics infrastructure network, strengthen the overall scheduling of logistics and ensure the safe and orderly transportation of various key materials such as energy and food. The fourth is to improve the multi-level risk monitoring system, so as to achieve early detection, early reporting, early research and judgment, and early disposal of risks, and effectively ensure the safe and stable operation of important industrial chains and supply chains.
On the other hand, focus on forging long plates and accelerate the upgrading and development of the industrial system. Closely focusing on comprehensively improving the modernization level of the industrial system, consolidating and strengthening the foundation of the real economy, and constantly shaping new momentum and new advantages for development, we will focus on three tasks. The first is to consolidate the leading position of traditional advantageous industries. Accelerate the revision and issuance of the Catalogue for the Guidance of Industrial Structure Adjustment (2023 version), and thoroughly implement the action plan for enhancing the core competitiveness of the manufacturing industry. The second is to create new competitive advantages. Seize the new opportunities nurtured in the process of adjusting the global industrial structure and layout, vigorously develop new industries, new formats and new models, deeply implement the national strategic emerging industrial cluster development project, accelerate the development of the digital economy, prospectively lay out future industries, and accelerate the cultivation and creation of a number of new growth engines with different characteristics, complementary advantages and reasonable structure. The third is to optimize the industrial layout. Adhere to the "national chess game", strengthen the overall layout of petrochemical, new energy vehicles and other productive forces, strengthen planning guidance and policy guidance, and avoid blind investment and duplicate construction. At the same time, we will continue to promote high-level opening up, continuously improve the quality and level of trade and investment cooperation, and enhance the linkage effect of resources in both domestic and international markets.
▍ Implement the four key tasks to dredge up the pain points and blocking points of residents' consumption
With the in-depth advancement of China's new industrialization, informatization, urbanization and agricultural modernization, consumption has increasingly become the basic force driving economic growth. Promoting consumption is not only the key to the current recovery and expansion of demand, but also related to better meeting the people's expectations and yearning for a better life.
Since the beginning of this year, with the steady turn of epidemic prevention and control, the economy and society have fully resumed normal operation, the policy measures to resume and promote consumption have continued to be effective, and the overall consumer market has shown a good recovery trend. In the first half of the year, the total retail sales of consumer goods reached 22.8 trillion yuan, a year-on-year increase of 8.2%, an increase of 8.9 percentage points over the same period last year, consumption in catering, tourism and other fields has exceeded the pre-epidemic level, and the contribution rate of final consumption expenditure to economic growth reached 77.2%, significantly higher than last year.
Kim Hyun-dong stressed that we need to see that problems such as relatively weak consumption capacity and consumption expectations, infrastructure and consumption environment to be improved, etc., and solving these problems is the focus of our current and future efforts to promote consumption. In the next step, in view of the pain points and blocking points that restrict residents "can consume, dare to consume, and are willing to consume", the National Development and Reform Commission will work with relevant parties to do a good job in four key tasks.
First, improve consumption policies. Since the beginning of this year, the National Development and Reform Commission has issued a series of policies on building a high-quality charging infrastructure system and better supporting new energy vehicles to go to the countryside, continuing to promote the implementation of these policies, improving infrastructure and service environment, and making great efforts to stabilize consumption in key areas such as automobiles. At the same time, in view of the outstanding problems existing in the current consumption field, we should speed up the formulation and introduction of policies to restore and expand consumption, and introduce a number of pragmatic and effective policy measures around stabilizing bulk consumption, promoting automobile consumption and electronic product consumption, expanding rural consumption, and optimizing the consumption environment, and promote the implementation as soon as possible.
The second is to improve consumption power. Consumption is a function of income, and to promote consumption, we must increase the income of urban and rural residents through multiple channels. The National Development and Reform Commission will continue to do a good job in stabilizing employment and increasing income, implement policies and measures to stabilize employment, and promote the employment of key groups such as youth; At the same time, relying on the mechanism of deepening the reform of the income distribution system, the inter-ministerial joint conference mechanism will systematically promote key work in the field of income distribution, strengthen the support and assistance of key groups, increase the income of low-income people, and actively explore effective ways to promote residents' income.
The third is to optimize consumption supply. The National Development and Reform Commission will promote the integration and innovation of digital technology, application scenarios and business models, cultivate and expand new consumption formats and models, promote the upgrading of life consumption quality, and enrich and expand consumption scenarios; At the same time, we will continue to promote the formulation and revision of national and relevant industry standards in the field of people's livelihood consumption, and promote the quality and upgrading of consumption supply.
The fourth is to improve the consumption environment. In view of the institutional mechanisms restricting consumption, the National Development and Reform Commission will work with relevant parties to study and formulate policy documents on creating a safe consumption environment, improve the standard quality management system, increase the intensity of quality and safety supervision, strengthen the construction of the consumer credit system, improve the diversified resolution mechanism for consumer disputes and the online consumer dispute resolution mechanism, and strive to create a reassuring and satisfactory consumption environment for consumers.
▍ Promote the dual control of energy consumption to dual control of carbon emissions in three aspects, and accelerate the comprehensive green transformation of economic and social development
Promoting the gradual shift from dual control of energy consumption to dual control of carbon emissions is an inevitable requirement for anchoring the goal of carbon peaking and carbon neutrality, and promoting work with the times, and is also an institutional guarantee for actively and steadily promoting carbon peaking and carbon neutrality. In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, according to the decision-making and deployment of the Party Central Committee and the State Council, the National Development and Reform Commission and relevant parties studied and drafted the "Opinions on Promoting the Gradual Shift from Dual Control of Energy Consumption to Dual Control of Carbon Emissions", and put forward the work arrangement and implementation path for promoting the system transformation in a planned and step-by-step manner. The "Opinions" have been deliberated and adopted at the second meeting of the Central Committee for Comprehensively Deepening Reform.
Jin Xiandong pointed out that on how to shift from dual control of energy consumption to dual control of carbon emissions, the second meeting of the Central Committee for Comprehensively Deepening Reform has made important arrangements, clarifying three aspects to promote relevant work.
First, persist in establishing first and then breaking through, and actively create conditions. Institutional transformation is a systematic project, which cannot be achieved overnight, and it is necessary to make good use of the solid foundation laid by the dual control of energy consumption to make a smooth and orderly transition to dual control of carbon emissions. It is necessary to implement the optimized policy of dual control of energy consumption, and study further refinement and improvement of work measures according to the needs of "dual carbon" work, so as to consolidate the institutional foundation for dual control of carbon emissions. At the same time, it is necessary to improve supporting systems, accelerate the improvement of a unified and standardized carbon emission statistical accounting system, establish and improve relevant management systems, and accelerate the consolidation of basic capabilities.
The second is to do a better job in energy conservation at a higher level and with higher quality. Resource conservation is a basic national policy in China, and the implementation of dual control of carbon emissions does not mean any relaxation of energy conservation work. At different stages of carbon peak and carbon neutrality, we must unswervingly grasp energy conservation, implement a comprehensive conservation strategy, continuously improve energy efficiency, and promote sustainable and healthy economic development at the lowest cost.
The third is to grasp the pace of work and coordinate the relationship between development and emission reduction. The dual control of carbon emissions is related to the overall situation of economic and social development and involves the vital interests of all parties. In the process of system transformation, it is necessary to grasp the rhythm and intensity, while promoting green and low-carbon development, constantly adjust and optimize policy measures according to the development and changes of the situation, effectively ensure food security, energy security, industrial chain and supply chain security, and ensure that the normal life of the people is not affected.
Jin Xiandong said that the National Development and Reform Commission will earnestly implement the decision-making and deployment of the Party Central Committee and the State Council, promote the dual control of energy consumption to dual control of carbon emissions in a planned and step-by-step manner, accelerate the comprehensive green transformation of economic and social development, and help promote high-quality development.
