On the one hand, the "Planning" focuses on promoting the organic connection and integrated development of the national highway network and other modes of transport network, and improving the integrity and synergy of the comprehensive three-dimensional transportation infrastructure network.

The first is to coordinate the construction of integrated transportation channels. Promote the overall planning of railways, highways and other infrastructure, and carry out the planning and construction of important river and bay crossing passages and highways, railways and rail transit shared passages in dense urban areas.

The second is to strengthen the integration and connection of transport hubs. Strengthen the connection of national highways to railway stations, airports, ports and other hub nodes, expand the scope of railway, water transport, and civil aviation transport services, and effectively support the construction of "National 123 Travel Traffic Circle" and "Global 123 Fast Cargo Flow Circle".

The third is to promote the integrated construction of road networks in urban agglomerations. Strengthen the overall planning and coordinated management of national highway and urban transportation planning and construction, and reduce the separation and interference of highways to cities.
